An Immigration and Customs Enforcement officer charged with shooting a man and lying about it during the immigration crackdown in Minneapolis was released from a Texas jail Thursday, after a judge refused to order his return to Minnesota.

Minnesota officials believe Castro could flee to Mexico, citing calls he made from jail to a woman in Mexico, talking "about marrying her and buying a house in Mexico when he is released," according to the lawsuit.

Texas and Florida accounted for nearly 20,000 of the July arrests. The agency has been bolstered by billions of dollars from Congress and has hired 12,000 new deportation officers and agents.
