A San Diego County man who allegedly drove around with a guillotine in the back of his truck was arrested near the U.S. Supreme Court building, authorities say.

The House approved a bill that would put an end to the annual clock-switching practiced in most states. California and other states could opt out if the measure becomes law.

Platner had entered the race as an outsider and was seen as riding a progressive, anti-establishment wave of support.

In addition to high-stakes U.S. House races, California voters in November will also weigh in on a slew of ballot measures.
